Creating an implementation based on interface doesn't consider other modules

When implementing an interface, the destination package is seen (it's in a different module), but when selecting it, IntelliJ says that the package does not exist. I would expect that IntelliJ would ask me where to create it, since I have already selected the existing package where I want it. See attacked screencast.
