Adding library definition sometimes causes the properties window to behave as if a modal window is open

I clicked the settings icon in the toolbar, clicked project settings, Libraries, +
Selected all modules for dependencies
Entered name, attach classes (single jar file), attach javadoc (single dir) and click OK.
Progress dialog shows up .... Project settings window disappears.
Now the Properties window is open but you can't click anything, keys don't work. You can pick IntelliJ -> Quit

Upon restart I tried to add the library again ( I noticed it did not get added ) and it asks if I want to replace the existing entry. what it wasn't there a second ago, so I hit no. It asks me again and again, vicious loop here. I finally hit ESC a bunch of times and the dialog exits.

I was able to add the library as long as hit apply before hitting OK.
