VSS: TzSpecificLocalTimeToSystemTime works only under XP/2003

TzSpecificLocalTimeToSystemTime function is used to convert time from one time zone to the ozer. The problem is that this function can only be used under XP/2003/Vista.

Absence of that routine crashed the VSS support.
